My grandfather, George David Hibard, Sr., misspelled his name, originally Hibbard, upon entering the United States Army for World War II. His children and grandchildren have the last name Hibard. Does anybody have record of this name change?

You could contact the Department of Health and Human Services in the town where he was born. There should be a copy of his birth that would show the original name, birthdate, etc.
Then go to the Veterans Administration and request a copy of his military record. The two should be looked up by birth date and social security numbers that match. It will show the names different for the same person.
